The Lok Sabha is scheduled to take up the bill to replace the ordinance for control of services in Delhi for consideration and passage on Wednesday.
The list of business of the House on Wednesday mentions that Union Minister Amit Shah will move the bill for passage in the House.
The bill was introduced in Lok Sabha on Tuesday with opposition parties opposing the government’s move.
Opposition MPs including Adhir Ranjan Chowdhury, Saugata Roy, NK Premachandran, Sushil Kumar Rinku and Asaduddin Owaisi are likely to move a resolution against the ordinance promulgated by the Centre in May this year when the bill is taken up for consideration.
The ordinance on the control of services in Delhi was promulgated in May days after the Supreme Court verdict on the issue.

While referring to the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, Rashtriya Janata Dal (RJD) leader and MP, Manoj Jha, on Tuesday, said that ‘no attack on the federal structure in the country is acceptable’, ANI reported.
He also said that today it is happening with Delhi and tomorrow it can happen with any other state.
“We have repeated it time and time again. We are not going to accept any attack on the federal structure in the country. Today it is happening in Delhi, tomorrow it can happen with any other state,” Jha said while speaking to ANI.

Parliament session: Opposition MPs of INDA bloc stage walkout from Rajya Sabha on Manipur issue
Opposition members of the I.N.D.I.A bloc on Wednesday staged a walkout from Rajya Sabha over their demands for discussion on Manipur violence under Rule 267 and a statement from Prime Minister Narendra Modi.
Soon after the House met for the day, Chairman Jagdeep Dhankhar said that the debate on Manipur violence under Rule 176 will not be restricted to 2.5 hours.
“There is no time limit for discussion on Manipur situation under Rule 176,” he said, adding that the parties “will have full say”.
He said 60 notices were submitted under Rule 267 for discussion on Manipur violence but he has already conveyed his decision.
Over the opposition’s demand for the presence of Prime Minister Narendra Modi in the House during the debate on Manipur, the Chairman said he cannot issue a directive.
“Directive from the chair cannot be issued. I can’t give that directive. I shall not,” he said.

Lok Sabha MP and Congress leader Shashi Tharoor on Tuesday opposed the introduction of the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 and said that it is our right to oppose the bill.
Speaking to reporters, the Lok Sabha MP said, “A brief introduction on the Delhi (NCT) Ordinance Bill took place in the Parliament today. However, only an introduction was held and not a debate on it. It is our right to oppose the introduction and five to six members of the opposition tried to oppose it”.
“Although, one of the parties from the opposition supported the government. Others said that it is illegal and that the government is taking unconstitutional actions”, added Tharoor.
Notably, the bill to replace the ordinance for control of services in Delhi was introduced in Lok Sabha today. The controversial bill aims to replace an ordinance that granted the Centre control over Delhi’s bureaucrats, thereby overriding a Supreme Court ruling favouring the elected government’s authority in transfers and appointments.
Minister of State for Home Nityanand Rai introduced the Government of National Capital Territory of Delhi (Amendment) Bill, 2023.
Opposition members including Adhir Ranjan Chowdhury, NK Premachandran and Shashi Tharoor opposed the introduction of the bill.
“I rise to oppose the introduction of the bill as the bill vindicates the outrageous infringement of this govt upon the territory of the state. It is designed of digging up a graveyard for cooperative federalism. The state has rights over the subject centre is overriding powers,” Adhir Ranjan Chowdhury said.
Delhi services bill likely to bring in clarity, streamline governance: Bureaucrats
A section of retired and serving bureaucrats expressed hope that the bill tabled in Parliament on Tuesday to replace an ordinance on the control of administrative services in Delhi would bring in clarity in the chain of command and eliminate any confusion that might hamper governance.
The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which gives the lieutenant governor the final say on the transfer and posting of officials of the city government, was tabled in Lok Sabha on Tuesday amid vociferous protests by the opposition.
The Aam Aadmi Party (AAP), which is in power in Delhi, termed the bill the most “undemocratic” piece of paper ever tabled in Parliament and asserted that it will replace democracy with “babucracy”.

Delhi Services ordinance: Fail to understand why BJD and YSRCP supporting it?
Senior Congress leader P Chidambaram on Tuesday took a swipe at the BJD and the YSRCP for pledging support for the bill to replace the Delhi services ordinance and said he fails to understand what merit they have found in the legislation.
The Biju Janata Dal (BJD) on Tuesday extended its support to the bill replacing the Delhi services ordinance in a boost to the treasury benches, especially in Rajya Sabha, and also backed the government against the no-confidence motion brought by opposition parties.
Last week, Yuvajana Sramika Rythu Congress Party (YSRCP) functionaries had said that the party will vote in favour of the government in Rajya Sabha when it takes up the bill to replace the Delhi Services ordinance next week.

Calling the Delhi services bill the “most undemocratic” piece of legislation, the Aam Aadmi Party (AAP) said on Tuesday the INDIA bloc parties will oppose it and express hope that many MPs of the ruling BJP will also vote against it to protect the Constitution.
AAP Rajya Sabha MP and national spokesperson Raghav Chadha termed the introduction of the bill in Lok Sabha a “desperate attempt” of the Narendra Modi government to wrest power from the Arvind Kejriwal-led party and render the Delhi government “ineffective”.
